        Dr. Meng Chang Chen received the B.S. and M.S. degrees in Computer Science from National Chiao-Tung University, Taiwan, and the Ph.D. degree in Computer Science from the University of California, Los Angeles, in 1989.

        Prior to joining Institute of Information Science, Academia Sinica, Dr. Chen was with AT&T Bell Labs as Member of Technical Staff since 1989 and led several projects in the area of data quality of distributed databases for mission critical systems. Later, he became an Associate Professor at Department of Information Management, National Sun Yat-Sen University, Taiwan. He serves as Deputy Director from August 1999 to July 2002 and from September 2008 till now, and is now Research Fellow .

        From 2001 to the end of 2003, he served as the chair of standards and technology transfer group of the National Science & Technology Program for Telecommunications Office (NTPO). For more than ten years, Dr. Chen has participated in the selection committees for numerous telecommunication, network, computer and software systems for government procurement projects and granting programs. He has also served as advisor in the IT areas for various government agencies.

        His current research interests include information retrieval, knowledge discovery and representation, QoS networking, wireless networks and operating systems.
